As it turns out there is a block in GNU Radio called blks2.rational_resampler_fff() that can be used for resampling audio. The audio/test_resampler.py example show to use it.

Switch to OSS
Since ALSA really sucks, maybe a manual conversion to OSS would be worth trying

- See comments on this blogs. According to them, BSD has superior sound support and mixing done in the kernel. There is also a more recent followup.
